My guess is that the 8.9M is for a whole new set of architectural shovel-ready plans. The cost for those was 4M back in 2004. Given inflation rate since then, I assume that is what you get for over twice the original cost of the plans.

I would hope it would be a redesign and in a different area instead of shoehorning it in and needing to build a parking garage. Old Godfathers/Movie theater makes for great and easy entry to WIU and easy and plentiful parking access.
