According to the schools facebook they will be revealing a new streamlined website on August 4th in the afternoon. This is exciting to see that the school is picking up the technology pace and not falling behind!

Yea, the new site is going to be MUCH more mobile-friendly. It'll automatically adjust to your screen size, reformatting itself to fit whatever screen you're using.
There's other nice "behind the scenes" stuff that is being implemented as well.

Hopefully this is a complete restart because if you dig through our current website you can find some out of date items on it.

It won't be. That was actually done just a few years ago when the university moved to the current design.
Doing a full "restart" is a pretty tall order considering the number of pages that we have and as few web developers as we have on campus.

Other than the homepage and the mobile friendliness, has anything else changed throughout the WIU website? Just wanting to know that I should be looking for and expecting vs. not expecting.

The design itself is what changed. There isn't much changed in terms of content, other than some redesigning of some of the "high profile" pages. All of the pages that were on the previous design as of yesterday are now on the new design....department, office, division pages are all on the new design (other than a couple of odd cases).
