Non story, For a non "Major". If you have one person in the Dept. and its the only major in the State. Well, it's like this, Emergencies happen, we don't know when or where. Competent Leadership stands up to direct responses and mitigate damage. You don't need to major in something you may only use once every 3 to 8 years.... It's called something different, "Leadership". Schools in the 80s 90s and 00 just kept adding on and making up new Majors.

10-4 agree with you. Organizations create Go-Teams and Red-Teams to deal with emergencies. This major sounds like someone's pet project to me. Maybe a certificate program at best.

Exactly the problem. “We have an excess of capacity in this state,” Rose said. Despite having fewer students, “we keep going on a spending spree and building out more capacity.”
