Every person you mentioned is a tenured faculty member. If their positions were to be eliminated they would have to be offered full time faculty positions. The potential savings is therefore reduced by probably two-thirds.
I know the Chief-of-Staff was faculty and has tenure, but the other two have never been faculty at Western. Even if they were given tenure as part of their administrative hire, two tenured faculty were included in the list anyway. Plus, I can't see VP-QC or Dean-Libraries even considering a "return" to teaching they didn't come from. Yes, for all there would be some grace period, of up to 1-year at full salary while working, just as the tenured/tenure-track faculty that were cut last year did and will be gone June 30, 2019. Still by June 30, 2020, this would add to the $ savings.

The Western Board of Trustees is down to 2 members: one regular Trustee and the student Trustee.

Representative Norine Hammond to Pritzker: Fill BOT vacancies, provide emergency funding to WIU.

Not exactly. Trustees whose terms have expired can continue to serve until they are officially replaced.
