Also, just fyi, we usually get a few more guys signing up later in the signing period (not all sign on the first day). Sometimes they want to wait to see how things shake out, sometimes it's just stuff going on in their lives, but for whatever reason, they wait. The signing period actually goes through April 1st, so we've got over a month and a half left for the coaches to reach out and contact anyone who hasn't already signed an NLI and see who else we can add to the list. February 9 through April 15 is a "Quiet Period" which is defined as:
During a quiet period, a college coach may only have face-to-face contact with college-bound student-athletes or their parents on the college’s campus. A coach may not watch student-athletes compete (unless a competition occurs on the college’s campus) or visit their high schools. Coaches may write or telephone college-bound student-athletes or their parents during this time.

I am not sure if there is an FCS recruiting class ranking out there, but as a WIU math major, I would go with the following
simple algorithm to come up one:

For each team recruit, add the number of offers (if FBS offer, give it some extra weight, 1.5, 2.0, etc).
Add up all of the offer totals for all recruits and divide by the number of recruits to get an average.

What makes it a rough estimate at best is that for most recruits, we dont have a very reliable source for what offers they really did have on the table.

McShane ended up signing with Northern Iowa, just FYI. Sounds like he was pretty so-so on Western once Coach Fisher left and was looking for guarantees that we couldn't really be making.

If he wanted to be a two sport athlete including track and field, I am not sure we would have been a good fit for him. My other concern about him was his weight. He would need to put on 30-40 lbs to play at this level.

Getting McShane would have been really nice but honestly RB is a position that we really should be good in for the next few years.

Could be, or he could be a preferred walk-on that they're hoping a year in the weight room can significantly improve.
Hard to say. He doesn't list any other offers on his twitter page, but sometimes guys delete those once they've signed or committed.
