Might not be fair or popular, but I would think at least family of players, coaches and staff should be allowed to attend all games, home or away.

The NAIA is reducing their football season to 9 games (from 11). Football games can now start on Sept 12.

Other Fall NAIA sports reductions:
Cross Country: 7 meets, down from 8.
Men's and Women's Soccer: 14 games, down from 18.
Women's Volleyball: 22 dates, down from 28.

NCAA Division 2 is also reducing their sports seasons: Football will drop one game from 11 total to 10. Soccer from 21 to 14. Volleyball from 30 to 20. Men’s and Women’s basketball goes from a max of 26 games to 22 that includes conference challenge and season tip-offs games, which are usually exempt. Softball drops 12 games from 56 to 44.

The schedule reductions are in response to help schools manage the economic fallout that comes from the COVID-19 pandemic.

I would hope students as well....they are the one's paying for the bulk of it!

The Athletic Fee for new undergraduate students (first enrolled Fall 2019, Spring 2020, or Summer 2020) is $18.07 per credit hour.

A student taking 30 semester hours for the academic year will be paying $542 in Athletic Fees.

Which could easily be not charged if students were not allowed in the game. However, I do believe fans will be allowed in the games at outdoor stadiums. I am wondering what happens for the indoor teams.

I've also heard rumors (only rumors, no inside info I promise) that schools may be exploring the possibility of getting out of games like ours with OSU. Which may be due to preparing for a shortened season. College Football generates way too much $$ to not be played. What it looks like will definitely be interesting.

Regarding that $$ generations, outside the schools with TV contracts, only a very even break even on football.

I’ll be more pissed if I can’t get into basketball games than I will be football.

If OSU trims back their football schedule, say they eliminate the non con games. Will Western still get the $ they would have been paid to take a beating? What was the $ amount $600k? Just a guess but that pay check would cover aprox. 5% of Western's entire athletic budget.

Depends on the contract. If it has language about games being cancelled by the NCAA due to "acts of God", or something. You could probably send an email to the AD and ask her. I'm sure she's gotten very familiar with what is and isn't covered by the various game/match contracts over the last few months.
