I would assume all these are estimated based on...idk...stuff ¯\_(ツ)_/¯
I agree, I'd like to see where they got the numbers from. I don't necessarily disagree with what it's presenting, but I would like to know the basis. For example, did they look at similar projects in other areas and then scaled numbers based on regional population? Is the economic output based on ticket sales for events, plus local hotel and restaurant revenue from people visiting, plus other things?
The best I was able to find was from a facebook post about some of the things (see below) that says "The numbers in this infographic are pulled from the September 2018 Economic Impact Report done by the Illinois Institute of Rural Affairs."

So you can go to the Fine Arts and Communications Facebook page and listen to what is happening in regards to WIU/Macomb and the Center for Performing Arts. I hope all of you have signed the petition being circulated throughout McDough County in support of this project. I think people are finely tired of being treated like "Forgottownia" a doing something about it. ;) jc

So do you think a present day comedian like a Bob Newhart from yesteryear (Bob performed at WIU Homecoming, my last semester at WIU) would ever be welcome at the PAC? Is it big enough? Is stand-up comedy even a performing art? Just asking 'cause I don't know.

Judging from what I see from most stand-up "comedians", I believe it is a lost art............. ;)

It's still a thing, and there's still comedians who do well touring and on the college circuit, although it's not as big as it was in the past. You don't really have a lot of people who are touring and are big enough for a popular TV show like Bob Newhart (or movies, like Bob Hope was).

The CPA as it was originally designed would have a 1,400 seat main theater, which is plenty for probably 95% of the comedians out there. The big thing is that it's actually configured as a theater though. A lot of musicals/stage productions that are touring the smaller venues have stopped coming to Macomb in large part because they don't want to deal with a temporary stage setup like they did at Western Hall. When I was growing up, my parents had season tickets for BCA events and I saw a TON of musicals (Cats, Miss Saigon, Rent, 42nd Street, Into the Woods, etc.), quite a few other cool performances, comedians (Smother Brothers, Sinbad back when he was popular), magicians (Harry Blackstone Jr.), musicians (Chuck Berry, Ray Charles), etc. There's still some interesting shows that stop by, but in general, we're just not able to get those one or two real "big" things that we used to every year. Some of that is just due to lack of money, I'm sure, but I do know that productions have turned us down when then found out what the performance setup would be.

If they're able to do the three theaters as originally outlined, they'd have quite a range of acts that would be open to them, with maybe a smaller, less well-known performer able to perform in the 250-seat thrust theatre...bring in young up and coming comedians and solo performers from Chicago and the surrounding areas and not worry about having to get 1,000+ people in the seats. Put big acts and big performances from the theatre and music departments in the main theatre.
