What am I missing I thought the plan was to go remote through the holidays all along.
It is, it's just poor reporting on the part of many of the media organizations to portray it as this sudden change in plans. This was always the plan even before the semester started.

According to the dashboard, there are not that many students in quarantine/isolation at the present time. Is there a special quarantine facility or floor on campus or do they just remain in their own rooms?

If they stay on campus they are moved to Bayliss/Henniger which is otherwise closed for the year.
