It could mean that there could be a governing board over-seeing multiple state universities like we had under the previous Board of Governors and Board of Regents systems.
Or it could mean that the state universities will specialize in certain assigned fields.
We need to adjust our federal and state tax laws to truly incentivize businesses and individuals to (re)locate to lower population areas around the country. We need to spread people out and allow EVERYONE to breathe again. People in big cities are spending way too much time commuting to and from work and the other places they need to go.
