I am sure the numbers of students is not going to be what WIU had hoped for or planned on. The timing of the budget agreement, and all the rumors that swirled around along with the fact that WIU was constantly mentioned with EIU and Chicago State in the press I am sure has not helped enrollment ...

the only thing that i can think of would be that they changed the qualification for the list.
Is it possible that how ERA is calculated was different in the 60s than later?

I played for several years as well. Can't judge baseball by record alone. We just don't have the facilities to square off against teams from the south for the first 20 games of the season. Conference play is all that truly matters. Just like basketball. While we would all like to win more games ...
