This is for full-time and part-time for Macomb and QC combined.
This compares to 10,373 for Fall, 2016 and 9,440 9,441 for Fall, 2017.

It's not really as simple as just cutting benefits though. As it currently stands, courts have said that they legally can't cut pension benefits, so they'd have to change the state constitution to be able to do it. Something that can't go on forever, won't.
