What can we, as fans and alumni do? (Not being a smartass, really sincerely asking) Can we demand resignations? Unless one or more of us is way more wealthy than what it appears, our donations aren't going to be enough to make a difference. What next?

If anyone needs to resign it's the president. He has failed this university. Enrollments down, announcing laying off employees then back tracking. It all starts at the top.

Nielson had another year to go. Joe Glenn was at USD for around 140K but he bled vermilion through and through and probably would have taken the job for less since it was his beloved alma mater. I don't think you could go any lower than what Billy Wright is getting which is what, around $125K. He came in unproven as HC just like Yelk would be.
