The issue is that Illinois doesn't have a tiered tax system. Prior to their recent changes Iowa communities had better schools in micropolitan areas while having lower property tax rates. They did this due to funding from the income tax. Illinois pushes the majority of education budgets to property taxes. We had an opportunity to fix this, but voted no.

This one I will vehemently disagree on. IL has a flat income tax rate, true, but 4.95% of a million dollars is STILL a heck of a lot more than 4.95% on one thousand dollars. Having a tiered system (in my opinion) wouldn't change things as long as they don't change rulings on deductions, exemptions, and the like.
