I thought I would impart some wisdom here. Apparently, I am not smart enough.

Western, is probably hampered by credit rating. Debt load can be a factor too.

Does anyone know what Western's credit rating is currently?

That's an idea. I'm not really that knowledgable about bonds, but do I know that universities have used them to raise money for construction and stuff. One issue though, at least for right now, is that interest rates are pretty high, so paying back those bonds is going to hurt.
