Center for Performing Arts Construction Funding Released, Construction Underway
Paragraph 8: "To make up for the increased construction costs, which recently came in at $110 million, the CDB, working with Western, has agreed to leverage some funding from another project on WIU's priority request list. The CPA has been the number one priority on the Western's capital development list since 2006 and has been in some form of planning and/or discussion since December 1972. WIU administration will continue to work with state leaders to ensure future capital-funded projects move forward."

According to the posts on this board in October after that release, the "leverage" was about $20 million. Some speculation thought it might be Phase 3 at QC, others mentioned a project at the science building. Also, even with the higher cost, two of three proposed theaters were dropped, and the main theater size went down from 1,400 to 850.
Huang was named president in December 2020, so he had to be involved in this deal. Not saying anything derogatory; just saying this was on his watch.
