NCAA approved giving athletes more "spending" (FCoA) money. Would we logically expect the gambling violation rate to go up or down?

These websites are gambling, hence the ban. The constant barrage of TV spots is certainly highly annoying. Some conferences now ban these spots from their conference networks in light of recent insider information allegations.
