The guaranteed fix for higher education is a lengthy armed conflict (think Vietnam) requiring conscription and the accompanying student deferments. In 1995, Governor Jim Edgar changed the way that the state universities were organized when the three operating systems (Board of Governors, Board of Regents, and the UI) became nine separate systems.
Now it looks like the pendulum may be swinging back. We may see fewer operating systems as some state universities could be organized under the same "umbrella".

It is both/all, yes, although it's a bit tricky to calculate and compare by campus with the growth of online classes. They do calculate it, but you have to take it with a "grain of salt". Prior to 2020, they calculated "extension" students separately, then they combined them with their primary campus in 2020. This year, the "online" students are separate again. The thing is, there are "online" students who are physically in Macomb, but just take all their classes online. I can tell you that despite our "on-campus" Macomb numbers being down vs what it says for the past two years, campus feels a lot busier than it has since before the pandemic.
